Project Brief

The long – term concept and the forecast of the development of the territory
along the Almaty – Kapchagay motor road are elaborated based on the permanent improvement of the city environment and the tendency of sustainable urbanization.

The Concept

The Almaty development concept provides for the city growth northwards. In particular, in the Almaty – Kapchagay direction it is planned to carry out transport infrastructure and service projects with further establishment of the air transit centers in the Almaty region. Thus, the Almaty – Kapchagay road serves a solid basis for the G4 City project development.

G4 City is a unique project designed with the Almaty General Development Plan. G4 City will become a logistics center of the republican, and after 2011 Winter Asian Games, of the Central Asia level.

The concept idea was developed based on the leading experience of building new cities (like Dubai, Las Vegas). The basis of the project is the main motor road passing the territory. G4 Сity consists of four separate parts of the city structures:

In the concept of the project and of the Gate City in particular, significant attention is paid to the preserving of ecological balance of the territory and to the environment protection, which results in the allocation of over 20% of the city territory for parks. Convenient location of Gate City within the close proximity of Almaty and the presence of main regional motor roads – the republican motor route Almaty – Kapchagay and the Big Almaty Circle Road (BAKAD) will allow the city becoming an important transport hub and economic fore post of Kazakhstan and Central Asia.

Golden City

Golden City is a cultural, entertainment and educational center of the Almaty Region.

Majority of entertainment places in the Amaty region are focused mainly in the city of Almaty and basically include attraction parks, aqua parks, movie theatres, night clubs and small attraction parks for children in large trade malls. Despite the fast growth of the number of entertainment facilities for both family and individual leisure, the entertainment market in the region is still on the initial stage of development and has significant potential for growth.

In the Golden City, the company plans to build an Olympic stadium, that will comply with all existing international standards, a safari sight in the attraction park, tennis grounds, aqua parks with mobile roofs. Because of climate peculiarities, the entertainment industry in the cities tends to move into buildings, in this regard it is planned to build special winter mini-golf facilities.

The construction of the stadium, the first of its kind in Kazakhstan, and a large entertainment park for all ages will attract many visitors and tourists.

The city’s distinctive feature will be the students’ center that will provide high level education. It will have its own campus and will include study buildings, a large library, comfortable dormitories, internet-center and a special sport zone.

The proximity of Golden City to Gate City will be an important aspect in its development, and in the future may lead to the merger of the two cities.

Conditionally, Golden City is divided into 5 parts:

• Trade zone
• Entertainment area
• Sports area
• Students campus
• Residential area

Trade zone will include 3 large malls and 5 specialized supermarkets.

It is planned to construct a large attraction park, Hi Tech movie theatres, disco-clubs, and SPA resorts in the entertainment area.

Sports area will include a large sports complex with a stadium, motor-racing circuit, race track, numerous tennis grounds, a golf club, pools and a fitness club.

In the residential area, it is planned to build class A and B low and multi-storey apartment buildings.

The city will include the full range of social and service infrastructure, hotel complexes, public and municipal buildings.

Growing City

Diversified industrial enterprises and logistics centers will become the pillar of the economic potential of Growing City. Their share in the aggregate production volume will exceed 90%. The enterprises will provide employment opportunities to over fifty percent of the employed population.

The establishment of the industrial complex will take place both through the transfer of the existing enterprises from Almaty and Kapchagay, as well as through the foundation of new competitive manufactories.

A number of industrial enterprises in Almaty that previously ranked among the largest in the republic could not find their niches in the new market economy and practically stopped their production operations. The transfer of these companies to Growing City will create conditions for their reanimation or the development of different profile production operations. Free economic zones in Growing City will provide favorable environment for the upgrade of the manufacturing equipment and the development of new products manufacturing that will meet the current demands of the market.

The City will become a business incubator for small and medium-scale businesses. Small businesses will produce the largest share of the industrial output in Growing City, which will rank it among top producers in the Oblast. Scientific – technical and innovation small and medium-scale businesses, especially those operating in the sphere of telecommunications and instrument-production industries, will play a significant role in its economy.

The high share of machinery building, metal processing and food industry will be the distinctive feature of Growing City.

In the sphere of science and education the Company plans to build 5 scientific research institutes (or their branches), 6 public schools and 7 pre-school institutions.

In accordance with the concept, the majority of the city area will be occupied by the industrial zone while the residential area will occupy about 15%.

The scientific – technical and innovation development strategy in Growing City will aim at the increase of the science and engineering input into the social and economic development of the territory, the improvement of the environment and people health as well as the strengthening of science, production and education interrelation.

Green City

Green City will be developed using the natural resources of the Kapchagay Lake and the adjacent park zone.

The territory and the coastal area of the Kapchagay reservoir hold big potential for the development of the recreation and tourism spheres. In the Almaty Oblast, the city of Kapchagay has the most favorable conditions for the creation of the recreation and entertainment zone. Green City will become the forth satellite city in the G4 City project, and will be located on the south-western coats of the Kapchagay Lake.

Within the general layout of the recreation and tourist center, the company plans to provide for the construction of the following facilities:

• Business center with exhibition and conference halls;
• Hotel complex;
• Trade center;
• Sports complex, including a stadium, pools, tennis grounds, golf club, fitness clubs;
• oceanarium;
• aqua parks;
• yacht club;
• coastal line with services companies;
• entertainment complex, including disco clubs, Hi-Tech movie theatres, restaurants;
• class A and B residential area.

Within the project framework it is planned to build a boulevard along the coast, with a small shopping center on the other side. Yacht club and a berth for passenger ferry-boats will be located in Green City. Eco-adventure tourism may become one of the efficient directions in the development of tourism in the outskirts of the Kapchagay Lake and the Ili River. The following types may be of interest to tourists:

• horse tours;
• walk tours;
• cultural tours, etc.

The landscaping works will include the planting of trees and bushes, orchards and parks on large territories, construction of fountains and play grounds.

The establishment of the tourist and recreation special zone will increase the employment both in the tourist sphere as well as in the adjacent activities (construction, transport, trade, financial infrastructure, etc.) and will lead to the growth of foreign currency flow, which in turn will facilitate the development of the city, regional and republican infrastructure.
